 DivX to VCD Conversion with TMPGEnc 
For this operation use:
VirtualDub 1.4.10 - download
TMPGEnc 2.57 - download
step 1:
Splitting the movie
For splitting use Vitrual Dub. Open a DivX movie.
step 2:
Search a cut point
On vcd you can place only 70 minutes of movie. Use a slider and search beginning of scene before 01:10:00.00 (in this sample its a 1:06:49.849), remember a frame ( 96141)
step 3:
Select first half
Use a menu Edit / Set Selection Start (shortcut HOME), after this use menu Edit / End (shortcut Ctrl+Right) and Edit / Delete slecletion (DEL).
step 4:
Setting Virtual Dub
For audio set Full Procesing Mode (menu Audio / Full Processing Mode).
step 5:
Setting Virtual Dub 2
Set a audio compression to No compression - PCM (use menu Audio / Compression ... )
step 6:
Setting Virtual Dub 3
For video set a Dirrect stream copy (menu Video / Direct stream copy)
step 7:
Save a first half
Use a menu File / Save As AVI
step 8:
Second half
Open again and use a menu Edit / Go to... Insert cut frame (96141). Use a menu Edit / Set Selection End (shortcut END), after this use menu Edit / Beginning (shortcut Ctrl+Left) and Edit / Delete slecletion (DEL). Set all for audio and video and save second half
step 9:
Start TMPGEnc
Use a wizard and select a vcd forma
step 10:
Select source file
step 11:
Filter setting
Select a Clip Frame for clip video source.
step 12:
Setting Clip frame
In Arrange Setting select a method. I use a Full screen (keep aspect ratio). Try other options and control a changes on preview.
step 13:
Bitrate setting
In this page dont change anything if you want play VCD on your vcd/dvd player.
step 14:
Output name
Check a Start Encoding immediatly
step 15:
Test a settings
Now TMPGEnc encoding. Wait a some time and cancel the converion. Check this small portion (size, aspect ratio ...).
step 16:
Advanced Settings
If size and aspect ratio is OK, you can setting some filters for better output. Check Ghost reduction, Noise reduction, Sharpen Edge and Clip Frame. Now press Start and wait to end of process. All operation aply also second half.
step 17:
Burn VCD
Burn with your favorite cdr progie as video cd

Don't think anyone gets the sound to work without ripping it from the DivX-file first. "Step 10" (Same file for image & sound)

You should use subtitler.it in Virtual Dub. Then have to make a frame serving with TMPGenc and it's all. You don't have to recompress movie twice as gorgy wrote. More at www.vcdhelp.com

Why do people ask for spanish subtitle or portuguese?

It doesn't matter what language the subtitles are gonna be. It's just text.

Anyway, check www.vdchelp.com, they have the solution how to add subtitles to a DivX when your gonna convert it to SVCD.

I don't know how to put subtitles with TMPGEnc but you can use a plugin for virtual dub named subtitler.it can only suports ssa files (sub station alpha).
So you need to recompress the movie twice.

I have a problem with a DIVX movie 720x272 when I used TMPGEnc-2.57.41.146 the video deforms in horrible way!!! I tried aspect ratio, and similar but the final video shows the pixels.. What to do??

I don't know what's causing your sound to go out of sync, as I've never used Virtual Dub. However, I think that the Virtual Dub step is completely unneccessary, because you can encode your single AVI into multiple MPEG files by selecting their source ranges in TMPGEnc and saving them as two separate projects, then batch-encoding them. Just be sure your audio sampling rate is 44100 hz.

The problem with the "projected file size" can probably also be averted by not using Virtual Dub. Frankly, I see no point in using that program...

I see a lot of comments from people wanting to add subtitles. To my knowlege, AVI files do not store subtitles separately from the video, so unless you want to translate the words yourself, you're out of luck. If you wish to do that, there are programs out there to do it. I know that Adobe Premiere will enable you to do that, but there may be cheaper options (assuming you choose to obtain your software legally).

I did this with a movie and the first part works great, but when I try to generate the second half, and look at it, the audio is completely out of synch. I mean the audio is about 43 seconds to far ahead than the video. How do I get the second half done?

I tried to generate an AVI out of the DivX file and then do the crop of that file, but I get a very bad quality sound but just 5-10 seconds to far ahead.

Please help me
